The NATO Security Force Assistance Centre of Excellence (NATO SFA COE) hosted the Development Phase Training Needs Analysis (TNA) Workshop for the Capacity Building Operators Course in Rome, from 7 to 11 September 2026.

Facilitated by the Finnish Defence Forces International Centre (FINCENT), this workshop brought together experts and representatives from key NATO organisations and stakeholders involved in Capacity Building functional training, including the Partnerships Directorate of the Supreme Headquarters Allied Powers Europe (SHAPE), Allied Joint Force Command Naples (JFC Naples) and NATO Allied Special Operations Forces Command (SOFCOM).

The aim of the course is to train Capacity Building specialists for future assignments at Allied Joint Force Command Naples.

In accordance with the NATO Systems Approach to Training, participants continued the Development Phase of the TNA for the Capacity Building Operators Course. During this five-days workshop, experts developed and refined the training materials and assessment tools for the residential phase and prepared the summative assessment exercise.

Participants also finalised the Capacity Building operators’ pre-learning package and aligned the training development process with the existing directives and publications. The workshop concluded with the presentation of the final products, the identification of the next steps and an After-Action Review.

This activity marked another important step forward in developing a new coherent training solution in direct support of NATO for the new professional positions of the Capacity Building operators.
